Hungary's home renovation programme from 2027: up to HUF 15 million in grants for a family house – what is known, what is not, and what the money could pay for
Heat pumps, insulation, windows, solar panels: according to the announcement, grants and subsidised loans could cover these from 2027. What has been announced, what still depends on the final rules, and why documenting a home's condition now can help – with sources, without forecasts.
On 21 October 2026, István Kapitány set out details of the planned home renovation programme in a social media post. It came two days after Prime Minister Péter Magyar presented the 2027 budget in parliament and announced that Wekerle Plusz will replace the Otthon Start home-loan scheme. This article summarises what has been made public so far and highlights separately what is still unknown. According to the source, the programme starts only if it is adopted.
| Fact sheet | |
|---|---|
| Budget | HUF 600 billion |
| Goal | homes of about 120,000 families by 2030 |
| Start | 2027, if the programme is adopted |
| Family house | renovation up to HUF 15.5m, of which grant up to HUF 15m |
| Condominium flat | up to HUF 5.2m per flat, of which grant up to HUF 5m |
| Grant + subsidised loan | together up to 95% of the cost |
| Estimated construction orders | at least HUF 1,100 billion |
Sources: Telex, 21 Oct, Portfolio, 21 Oct (both in Hungarian).
What the announcement contains
According to Telex's summary, the programme has two parts: a non-repayable grant and an interest-subsidised loan. Together they could cover up to 95% of the renovation cost. The stated aim is to improve the energy efficiency of homes.
The caps by property type:
| Property | Renovation up to | Grant up to | Own contribution up to |
|---|---|---|---|
| Family house | HUF 15.5m | HUF 15m | HUF 500k |
| Condominium flat (per flat) | HUF 5.2m | HUF 5m | HUF 200k |
According to Telex, panel buildings could be part of a national programme for the first time in sixteen years.
What the money could pay for
According to the announcement, these works are eligible:
- thermal insulation;
- window and door replacement;
- installing a heat pump;
- efficient lighting;
- solar panels;
- domestic hot water production;
- connection to district heating;
- building services (mechanical) investments;
- shading.
Portfolio reported the same list. It names types of work; which combination will count for a specific home will be decided by the final decree.
What is not yet known
The announcement leaves many questions open. Based on the sources, these were not disclosed:
- Adoption. The start depends on a legal decision; 2027 is the announced plan.
- How to apply. It is not known who will run the programme, or where and how to apply.
- Eligibility. No income limit, ownership condition or residence requirement was mentioned.
- Energy conditions. It is not known whether an energy performance certificate will be needed before and after the work, or what improvement will be required.
- Loan terms. No interest rate or maturity was given.
- How 95% fits the caps. By simple division of the figures in the table (15/15.5 and 5/5.2), this article gets a grant share of about 96–97%, which is more than the stated 95%. How the two numbers fit together will be clarified by the decree.
How it relates to Wekerle Plusz
Wekerle Plusz is a home-purchase loan scheme; the renovation programme is about upgrading existing homes – two separate elements. Pénzcentrum's 22 October article, citing an analysis by MBH Bank, says housing policy may rest on three pillars: subsidised purchase loans, state-supported home savings and energy renovation. According to that analysis, the renovation element may increase interest in homes that need upgrading.
5 things many people don't know
- The grant is tied to the renovation, not the house. The announced amounts are linked to the cost of the work, with a cap; a smaller job gets proportionally less.
- Condominiums are counted per flat. The HUF 5.2 million cap applies to each flat, so a 40-flat building could reach more than HUF 200 million in total (this article's multiplication).
- District heating is on the list. Connecting to district heating is an eligible type of work.
- "Planned" means planned. According to Telex, the programme starts if it is adopted; until then no figure is final.
- Documenting now can help later. If the final rules ask for a before-and-after record, today's photos, invoices and meter readings could later show the starting point. More on this: Renovation before and after.
Summary
- HUF 600 billion, about 120,000 homes by 2030, start in 2027 if adopted.
- Family house: renovation up to HUF 15.5m, grant up to HUF 15m; condominium flat: HUF 5.2m / 5m.
- Grant and subsidised loan together cover up to 95% of the cost.
- Still open: application process, eligibility, energy conditions, loan rate.
