Swell 2026 opens in New York today: three days, three programmes – what to know about RLUSD, the XRP Ledger, and what is an announcement versus a live feature
The tenth Swell, three tracks, speakers from finance and the XRPL developer community. What a conference announcement means, what has actually launched around RLUSD, and what applies in the EU – with sources, without prices.
On Tuesday 27 October 2026, Ripple's annual conference, Swell, opens in New York. According to DigitalToday's 26 October round-up, the three-day event takes place at The Shed in Manhattan, with about 1,500 attendees from traditional finance, the crypto industry, academic research and the XRP ecosystem. According to Ripple's September announcement, this is the tenth Swell. This article summarises what is known in advance and helps separate an announcement from a feature that is already live. It says nothing about price.

Three programmes in one place
This year Ripple combines three events:
| Programme | Audience | Main themes according to the announcement |
|---|---|---|
| Swell | financial services | AI moving money, bringing digital assets into bank-grade production, the first year of a US spot XRP ETF |
| Apex | XRPL developers, companies, investors | the XRP Ledger's latest features and projects |
| UBRI Connect | academic researchers | trust, security, cryptography, system architecture |
UBRI is Ripple's University Blockchain Research Initiative.
Who is speaking
Based on Ripple and DigitalToday, the speakers include Brad Garlinghouse (Ripple, CEO), Monica Long (Ripple, President), Terrence Duffy (CME Group), Tom Farley (Bullish, former NYSE President), and representatives of BNY, Robinhood, TD Securities, Intercontinental Exchange and Tradeweb. In the XRPL track, David Schwartz (Ripple, CTO Emeritus) and the heads of the XRPL Foundation and XRPL Commons speak. From academia, Ari Juels (Cornell Tech) and Kevin Werbach (Wharton) are listed. The two co-founders of Water.org will speak on financing solutions to the water crisis.
What has already happened: the background news
In the weeks before the conference, several concrete partnerships around the RLUSD stablecoin were announced:
- Cross River. The New Jersey bank said on 15 October that it is building RLUSD into its core banking system, with support for XRPL transactions. According to the release, the service is currently available only in a limited number of US states. The same release says RLUSD's market capitalisation is above $2.5 billion, with more than $1 billion issued on the XRPL.
- Arf. The Swiss firm provides short-term settlement loans in RLUSD to payment companies. The announcement was made on 22 October.
- Privy. According to DigitalToday, Ripple is working with Privy on embedded XRPL wallets that software agents can also use to hold and move funds.
Announcement or live feature?
News at a conference can be one of three kinds:
- A live service – usable now, with documentation and availability (for example Cross River, with limited availability).
- An agreement or plan – the parties announce a partnership, but the product launches later.
- A roadmap – a development direction, without a deadline or subject to conditions.
On the XRP Ledger, a new ledger feature is live only once it is activated after a validator vote. DigitalToday also notes that no announcement had been confirmed before the conference.
MiCA: what applies in the EU
Swell is a US event, and most of the announced partnerships involve US or Swiss parties. In the European Union, the MiCA regulation governs crypto-asset service providers and stablecoins. According to ESMA, providers authorised under MiCA may not offer services for stablecoins that do not comply with the regulation; see ESMA: non-MiCA-compliant stablecoins. A product announced in New York is therefore not automatically available in the EU. This article did not examine RLUSD's EU status.
5 things many people don't know
- This is the tenth Swell. Ripple promotes it as its 10th-anniversary event.
- There is an academic track. UBRI Connect is a researchers' conference on cryptography and security.
- The hackathon came first. The XRPL hackathon was scheduled for the weekend before Swell.
- The bank integration is geographically limited. According to Cross River, the service is available only in some states.
- Most RLUSD is not on the XRPL. Per Cross River's figures, about $1 billion of the more than $2.5 billion market capitalisation is issued on the XRPL.
Summary
- Swell 2026: 27–29 October, The Shed, New York, about 1,500 attendees.
- Three programmes: Swell, Apex, UBRI Connect.
- Background: Cross River bank integration, Arf settlement loans, Privy wallets.
- Conference news is an announcement; a ledger feature goes live through a validator vote.
